Planning application for Café Mango: Mr & Mrs Smith the operators of the Café Mango (Tintern Filling Station) stated that they had had several favourable comments from customers regarding their proposal to extend the services provided at the café. This included the sale of hot drinks and hot take-away food. E. Reid stated concern at the traffic the café was attracting at a dangerous junction and asked for the council to remember that Tintern is in the Wye AONB and that such developments could degrade such status. B. Reece stated that the double yellow lines indicating parking restrictions at the café were being ignored and that once the café was used to sell hot drinks it would not be long before all types of hot food were on sale. Councillor Evans read out the conditions that had been put on the appeal, which stated that the only use of the café was for the sale of sandwiches. This planning application would overrule that condition.
Two letters had been received regarding the application. The first from Ms H Ford objecting to the application. The second from C & C Tomaszewski welcoming the application.
Planning Application for Gurus Cottage: N. Hopkins stated that this development would be inappropriate in an AONB area and could set a precedent for other developments. C. Rea and A. Haddrell stated that the pathway leading to the area was inappropriate for vehicular traffic and that this had not been well illustrated in plans.

Councillor A Webb declared an interest in all planning matters being a member of Monmouthshire County Council Planning Committee.

Subject to following condition;
The application should be accepted subject to food and hot drink only being consumed on the premises.
M/11896: Erection of 4 new bed house & detached garage, Gurus Grove Cottage, Tintern
1. The width of access lane is believed to be considerably less than that stated of 8'9"
2. There is no mains water supply to area.
Councillor Shewell reported a large crack, which had developed in the A466 at Dead Man's corner. The clerk will report this immediately to MCC.
It was noted that the 'no parking' sign appertaining to the A466 had been removed from the Green. Councillor Evans to investigate.
ii. Other Issues:
Council Response to AONB Lottery Heritage Fund Bid: It was agreed that the council would fully support this although they are unable to provide any matching funds of a significant amount. The area around the Sawmills was seen as a priority. Councillor Saunders asked for the comment in the AONB report regarding public access to the Upper Wireworks is corrected, as there is no public right of way to this area. The clerk will pass these comments on to the AONB organisation.
i. The following items were discussed;
1) Pride of India Tree;
MCC had written to inform the council that this tree on the A466 opposite The Old Rectory had been reported by the land owner as diseased and in need of felling. MCC had inspected the tree and agreed. The council asked the clerk to get an independent tree surgeon to assess the situation and in the meantime ask MCC to put a preservation order on it.
